More to the point, can you show us why you would want to get a view of the Shibuya scramble? It's just a pedestrian crossing... Shibuya's pretty boring unless you're into fashion. You want a good view, go to the observation deck of the Tokyo Metropolitan Government Building in Shinjuku (free!) or Sunshine 60 in Ikebukuro (￥700-￥1200). Tokyo Tower and the Skytree are good too but more expensive. Look up when sunset is and time your visit to be there 30 mins before, for the optimal experience - watch Tokyo light up around you. Way more impressive than this.
